Stated vs Flexible Funding: What You Can Move
NDIS stated vs flexible funding explained: which parts of your plan you can move, which are locked to a purpose, and how PACE shows the difference.
One of the most useful things to understand about your NDIS plan is how much of it you can actually move around. Some funding is flexible — you decide how to use it across a range of supports — while other funding is stated, meaning it's held for one specific purpose. Knowing which is which helps you use your plan well and avoid nasty surprises. This guide explains stated versus flexible funding…
The basic idea: flexible vs stated
Your Core budget: mostly flexible
Capacity Building: stated at the category level
Capital: stated to the specific item

Frequently asked questions
What is the difference between stated and flexible NDIS funding?
Flexible funding can be used across a range of supports within its budget, so you choose how to spend it. Stated funding is held for one named purpose and can only be used for that. Most Core funding is flexible, while Capacity Building and Capital are stated.
Can I move money between NDIS budgets?
Only within flexible funding. You can usually move between the flexible categories of your Core budget, but you can't move Capacity Building or Capital funding into Core, or shift money between stated categories. Stated supports like SIL and quoted Capital items stay locked to their purpose.
Is my whole Core budget flexible?
Mostly, but not always. The everyday parts of Core are usually flexible across daily activities, consumables and community participation. However, some Core supports are stated, such as Supported Independent Living and sometimes a set Transport amount, which are held for their specific purpose.
How does PACE show stated and flexible funding?
The PACE system and myplace portal display your funding split into flexible pools you can draw on across supports, and stated amounts held against a specific purpose. This makes it clearer than the old system which parts of your plan you can move and which are locked.
