How much funding does a Level 4 package provide?
Level 4 was the highest Home Care Package level, indicatively around $62,500 a year. Since November 2025 it sits within Support at Home, where high complex needs map to the upper classifications, broadly classifications 7 and 8.
Does Level 4 still exist?
Not as a named package. Home Care Packages became Support at Home on 1 November 2025, and the four levels were replaced by eight classifications. Level 4 needs now correspond to the top Support at Home classifications.
Will my parent lose funding in the change?
The 'no worse off' principle is designed to prevent that. People who transitioned from a Home Care Package keep at least their previous funding position, so a Level 4 recipient should not be worse off because of the change alone.
What does this level of funding cover?
An intensive mix of daily personal care, nursing, allied health, domestic help, transport, assistive technology, home modifications and carer respite. Contributions are means-tested by service type, and up to 10% of the budget funds care management.
